The Sanilac County Health Department is the fiduciary for The Thumb Opioid Response Consortium- TORC. TORC was formed in 2019 to address the Opioid and Substance Misuse in rural communities of Michigan. The grant region includes Huron, Lapeer, Sanilac, and Tuscola Counties. The consortium consists of over 20 local agencies including hospitals, health departments, law enforcement, treatment centers, recovery centers, and intermediate school districts. 

TORC's goals in substance misuse are in prevention, treatment and recovery. 
The mission of providing prevention services and harm reduction in the four counties, including medication lock boxes, Narcan, Deterra Bags, Fentanyl Testing strips and Xylazine Testing strips. We currently provide these services to local events, local agencies, and private agencies. In our goal with prevention is the start or ongoing use of substances. Along with eliminating stigma by raising questions and awareness TORC prevention efforts are growing throughout the four counties.  TORC can offer substance use and mental health educational materials to the public and agencies. 
The mission of providing treatment in the four counties includes working with the local hospitals and agencies to offer Medical Treatment Assistance (MAT Services) to those who need it. We also work with local mental health providers both private and state to offer professional trainings to continue their education in substance use. This allows continue efforts in treatment for substance use. 
Recovery efforts are increasing with each county as new recovery centers open, and more services are offered, including but not limited to housing, transportation and legal services.
